Question: How can i safely EXPOSE a boss who is withholding his clients and employees money?

I work from home as a receptionist, i was hired by a legit non-profit GOV’T funded organization, my boss {who is the C.E.O. of the company} however has been witholding me and a close friends {fellow employee} paychecks for several weeks {thousands of dollars owed} he keeps making false promises… how can we get him to pay??…. we handle his business phone line…AS WELL AS THE ENTIRE WEBSITE for the business…. how can we scare him into being legit??!!!!!!….. he scams his clients as well… people are waiting to receive large amounts of money that he promised over several MONTHS….
alot if you who have answered are idiots!…. who leaves a job and doesnt get wat they are owed! YOU “THINK”.. asses…. if you have THOROUGH ADVICE… answer please. thanks
